Strange AT mine TM-62P

Yesterday I got these Photos from a Russian mine. The mine was found at a former Russian training area. The body of the mine is from TM-62P und the fuze body from fuze MVP-62. Such mine I have seen never before. It looks like a makeshift.
Could they used this mine as an "observation mine"?

Could be a practice mine with the practice fuze being a smoke charge.
