Strange Plug Military or perhaps not ?

I was asked to try and find out what this is, brass, no marks.
It might be military or it might not ~ I have no idea.
2 1/16" at widest, main body width 1 13/16th", about 1 5/8' total depth.

looks like a scupper pipe (drain pipe) plug from a ship
