Some leads :

First picture is an old french artillery insignia. I don't know the exact period but was used in 19th century
Second picture is the logo of St-Chamond industries.

Probably something made BY St-Chamond FOR the artillery

Yes ... this is the bottom of a cartridge case. So that sounds about right.
