Tail Fins

Look a bit basic for aircraft bombs.
Note the hole in the fin,and appear to be welded to the body.
Possibly something like sea/naval use paravane?
 
I was thinking on the same lines as Kahu1.they look a bit "pot bellied"for bomb tails,(could it be camera distortion,)more hydrodynamic than aerodynamic,
