Tar in cartridge

Hi everyone
I was recently offered a Russian 76mm inert round. It had a bolt in the primer pocket and there was what appeared to be tar leaking out around this. has anyone encountered deactivated rounds filled with tar?

Yes, thats quite common with Russian, but especially with German ww2 shells. However it is always solid, never liquified.

Depends on temperature and how liquid it is.
I’ve seen quite a few rounds where tar has oozed from plugs, fuze adaptors and other places.
 
Yes, the tar was quite firm but has maybe softened and run if the round was left somewhere warm. I suspect the whole cartridge is full of it.
