The German regulation from 1918 does not mention this type of mine which has holes in the front ogival in the caliber of 7.6 cm.
Here is the regulation which lists and gives the main data of the mines. The regulation does not include mines for training etc.

Bélot, in a Déminest article, clearly shows the internal casing but doesn't specify its purpose.
It should be noted that these smoke-filled training projectiles are reusable.
Perhaps this is a starting point for an explanation?
