Looks like the French Mle 1916 HE with a souvenir tip added, with the crest etc. It may have held an inkwell as the case is bent back for two pen rests.
It's a WW1 French 37mm shell. The case has been made into an ashtray and bullets have been added as legs. Id say the badge was a French town's crest. There's no change to the shell head I can see and I have a similar one in my collection.
