Type of fuze setter?

A friend of mine is trying to ID this item which he has in his collection. It appears to be made of bronze and maybe a type of fuze setter. There are no identifying markings. Can anyone identify what it is? TIA

Perhaps a tool for doing up transit plugs.

Thanks for your thoughts. I think it's a bit to complex a piece for that purpose. If the vertical surfaces are bearing surfaces then the piece would function in an anti-clockwise direction.
