according to Textbook Of Ammunition 1936 a Target Shell is a special smoke shellused to produce smoke clouds forming targets for anti-aircraft purposes,,according to the illustration in the 1936 book they have a time fuze,so i assume as it was used for AA practice that the fuze burn time was set to explode in the air leaving a cloud of coloured smoke..This is just my interpretation so if anyone can confirm or disproove please let us know
added note ref the No180 fuze shown this is a No80 converted for anti aircraft use,entering service in 1916 and declared obsolete 1948 (according to the list of fuzes i have)
