My first thought : US M84 fuze ; seems to be nonofficial combination of top part (fuze and adapter) and fins of fired illuminating round M301 series

Something like this :

During ww1 this could be called "Trench Art", but today ??
In France we call this kind of reassembly "Bidouille".
Maybe DIY in english.
