Unfinished shell case

Case is 235mm in length and 45mm across the top dated at the bottom 2/1/19 also has a strange marking near top top of the case looks like a 1s over a 521

Is it an unfinished COW gun case ?

Yeah I thought that by why the stamps near the neck

There is a crown stamped above the I S on the case neck.

COW gun 37 x 190. wonder if the stamp on the neck is a quality control stamp? this end would be trimmed off to achieve the final length of 190mm.
