unidentified shell cartridge

hi​

we bought this shell cartridge in a local secondhand shop it is 23cm long and 4.5 cm in dia and it has b&s stamped on the base .

Wow that's a difficult one for me at least.
Is the 4.5cm diameter the base or the mouth?
I'm fairly sure B&S stands for Basse & Selve, Altene, Germany..........
