Ordnance approved
This projectile has been recovered two weeks ago somewhere in Switzerland, it appears not to be a Swiss origin.
I looked through our all my ammunition datas but I couldnt find something similar.

You might also want to look under nations using 4.7 inch which was common for countries using inches or a combination of inches and metric.
