Unknown 120mm shell ???

If this is indeed 120mm in diameter, then you'd be looking at a British 4.7inch projectile, with a No106 fuze.

Would that hole be for a toxic fill or a WP fill?

The two possibilities are possible, but in my doc (surely uncomplete!), I didn't found a 4,7 inch with such a filling. I found only HE or Schrapnell filling !?
With beter dimensions could I beter find what it is. My ideas should will go to a 4,5 inch who have this type of filling plug, but is only 114 mm diameter and not 120 mm.

Whether it Chemical shell ???

Looking at the position and width of the driving band and the position of the filling hole then yes this is a chemical projectile.

what is the length of your shell without fuze ?

It should be 340mm without the fuze.
