Experimental item ?

All I can say is that it is almost certainly an "Experimental" item but from which country and for waht purpose I have no idea-nice item.

Is the top band made of a "Nylon of Cast plastic" type material ?

Unfortunaly I don't have the item myself.
Only have the two photo's off the item.
I think both driving bands are made of copper.

Good, I dived in my library and I have found probably possibilities but not your unknown shell.

First, here under the drawing of a US 40 mm shell who present approx the same base plug, it is the 40 mm PGU9B.

Second, I've found in US TM D-2-5-32 and followings, a serie of 40 mm AA of the Navy. There is no 40 mm with two rotating bands, but they write that you can have a filled shell HE or HE-I with nose fuze or nose PLUG.
The base plug will serve to introduce the TNT pellet in the shell.
