Unknown 40mm Bofors "clearing" round

My friend Ron has this unusual Australian made Bofors "clearing" round.
Unusual in that it is made from a full length case and appears to be too long for a clearing round- it would contact the projectile.

The overall length is 307mm (12 & 3/32") only 4mm less than the standard case.
Full headstamp details are 40mm Mk 4, MF, 1982, Lot 2. Primer is a No. 12 Mk VII, MF. ("MF" is Munitions Footscray, Melbourne, Victoria.)
It has 8 crimps and is definitely a factory made round.

Does anyone have any idea what this round would be used for if not a clearing round?

I don't know much about Bofors, but the 20mm Hispano and Oerlikon clearing rounds are open necked with a wad.

Are you sure that is not a blank?

Have seen these as drill rounds, there should be a metal disc soldered inside the neck to retain the shape.
