Unknown 60mm cannister shot

Does anybody know ehat cannister shot this is?
Dimeter 60mm
Complete length 202mm
Length zinc nosecone 80mm
Driving band 5mm wide and 11mm from the base. The projectile body is sheet steel.

As the space below the driving band is too short to secure it into a shellcase, I assume seperate loading.
