Unknown air delivered sensor?

Looking for ideas on this one.

Looks like some sort of air delivered sub-munition but not sure whether it's supposed to have an explosive payload or whether it's some sort of battlefield sensor.

The original 152 mm RS-540 (540M) was jamming an area of 700 m radius between 20 - 100 MHz for 60 minutes.
Base ejecting projectile was fuzed with DZV-90 (V-90 changed to non detonating fuze). I wonder why they didn't use a T-90.

A training round had a smoke charge emiting for 5-10 seconds.

Whole round is designated VRS-546 (VRS-546M).
