I've never come across one of these before. Looks like a flare cartridge and looks like it takes a sort of .22 cartridge in the bottom. Maybe a larger variant of the pen flare?
I just added the last part of the link when you go to youtube you add that to the end of the .com and it will link you to the video. ( I did it that way because I'm not sure about the rules on this forum for posting direct vid links.)
Though I do not know what it is it looks a bit like an internal flare container of a cal4 which expelled it's stars after a certain flight time (due to a delay train).
Thanks to everyone, It seems to be the inner tube of a Czech parachute flare, that is launched from a flare gun. Just saw a video on it. http://www.youtube.com/watch?v=MAp3foxrblQ
