unknown british booster

is anyone here able to identify this (of course totally inert) british booster? Broad arrow and letters "Pb", "VD" are clearly visible.

The internal parts... Inside the thread is a small primer followed by a small hole leading into a big chamber for a booster charge. No mechanical parts are inside.
