Unknown cartridge

I recently got this online, I have no idea what it is, but it looked interesting and was cheap so why not. It looks like a large shotgun shell, its 2 1/2 inches wide at the base, and is made of brass and thick cardboard. On the side it reads "XI 1/71 LOT 5. W.I. 9771" and then a sideways diamond with the letters "VJ" inside it. Above that is an arrow pointing up. Any help would be great! Rhys

I would suggest it is a jet engine starter cartridge or similar.

"1/71" is the date of manufacture of the case. The loading data was stamped at a different time and "9/71" will be the loading date. The arrow of course is the government Broad Arrow ownership mark. I do not know off hand who the manufacturer "VJ" is.
