Unknown Chinese HEAT projectile

Does someone has any information on this chinese projectile ?

Do you have more information about: diameter, length
Complete Markings.

I think it's a bit strange that it says HEAT and that for a Chinese item.

The markings you can see and the colour look also Russian.
