unknown container

Do you have any idea on what this object is? It was found at a refuse transfer station among items that were dropped off. It is approximately 10 tall and 5 in diameter and sealed. Our x-ray was not able to penetrate it and we are unable to ID the container type or the markings.

Found in Lake Tahoe, NV USA

A goggle search of the stamping ШCC 1-Y comes up Soviet, can get the sites that come up to translate though
