Unknown German Cartridge

The "item" is probably a gun powder/magazine thermometer for monitoring the temperature of powder while stored in a magazine. The cartridge case was probably loaded with a proper powder charge, placed in storage, the thermometer was put in place and checked periodically to monitor storage temperatures.
I've seen a U.S. version, both the thermometer and carrying case were labeled 'powder thermometer'.

Brian is absolutely right, but the cartridge was used to meassure the powder temperature inside the case just prior to firing. With the help of correction tables (part of the firing table) and the meassured powder temperature they improved the accuracy. The official german designation is "Messkartusche der 8,8 cm Flak".
