The photo is all we have to go on. The requester says they believe some of the characters on the fuze are Japanese.

I visited the Japanese Ammunition and EOD school twice, never saw anything there like it (or elsewhere).
 
The fuze is for sure a post wwii -current American( m228 m215 ex.) . The rest i had no idea maybe someones project? no idea
