Unknown item

I have been asked to help identify the item shown in the attached pictures for a museum. It is listed as 'bomb'. It is about 1/3 larger than a 36 Grenade in size. It does not look like any munition I have ever seen. Can anyone help identify it please?

You might care to look up Manby's Shot as a contender. I couldn't remember the name earlier.
