Unknown Mills Base plug maker

I have a relic Mills Grenade base plug with the maker's mark shown in the attachment. It says "HTJ" overlaid inside a pentagon with the sides curving inwards (I couldn't re-create this in MS Paint). Who made this plug?

The other markings are: "No 36 M MkI 8/40"
