Unknown object

I received awhile ago this unknown object. It's a plastic tube with 8 holes in it and at the end it contains a fired shell casing.
It's empty and fired. bu i have not a clue what it is.

Maybe somebody recognizes this?

Seen it before. I think it's the cartridge out of a Smoky Sam, but wait for others to confirm.

Never seen smokey sams before. A buddy of mine was thinking about arrows shot by the Kodiaktank to mark demined tracks. Is that a possibility? I was thinking about a training antitankgun like the Gill. I have nu clue of they even exist tho... It's from the Netherlands on a public accessible trainingground i forgot to tell.

John the Smokey Sam is used to simulate AA missile fire, generally used for training against aircraft when they are doing ground strafing runs. It leaves a good smoke trail and gives aircraft a visual aid to recognize that they are coming under ground fire. They've been around for over 20 years but have not changed much.
