Looks to be 75MM in diameter and has internal threads any help would be appreciated

No idea about the shell, but thanks for all your Range Ordnance pics in the gallery.
 
Internal threads where? Looks like some variations of a proof, but threads/hollow would be inconsistent. Experimental AP? Wingate used to have all sorts of cool stuff, including a fair amount of CW back in the day. The shape is familiar, but the report of threads is not.

Once the pictures are cleaned up a bit I see what you mean about "ordnance item(?)". The top portion is unusual and not typical, and what at first appears to be a rotating band actually seems to be recessed under the steel immediately above and below. Any ideas yet?

My guess is that it is a type of Schenkl projectile, where the rear of the projectile actually looks like the nose??? Maybe the raised rib section is actually a riding band & the threaded section is actually where a fuze of some sort goes???
 
IMHO it is a piston and the "band" is a sealing ring.
I susspect that the top is a fixture for some kind of shaft.
