Unknown Parachute

I just came upon this disc shaped parachute container. The container is made from Bakelite measuring about 50 cm in diameter and 20 cm in height. The parachute is light blue but without any markings. The bottom half of the container has a threaded center hole. I have never seen anything like this before but my guess would be a chute for mines dropped in water. But I could be totally wrong on this. Does any of you guys have an idea to what it might be for?
