Looks like a version of the '.60-06' ,a double size .30-06, for the double size instructional .30cal guns.

As Bob noted, it is most likely for the .30-06 oversized training aids. I picked up a couple at SLICS. All I'd ever seen in the past were heavily degraded and scarred. Am guessing there's someone out there producing copies as originals are now non-functional due to brittleness.
That's a Cal. .50 for comparison. An FA 39, for those interested.

**As I've done a little more reading, mine may be .50 vs .30-06. Anybody know for sure?**

And here's some info for their use: http://www.billricca.com/trainers_2x.htm

I'm changing my "answer".

Further investigation leads me to believe these plastic training dummies were for the M2 .50 version. Not of the -06 Garand/BAR variety. From info contained in the linked article, I believe my examples are improperly marked and should reflect their .50 heritage. Maybe the .30 & .50 ammo were common to the training system. The M2 was maybe not replicated in scale. A double size M2 would be one big mammy-jammy. Can't say as I've ever seen one. Whatever it is, I'm going with the .50. As is yours. Our dimensions are similar. Ogives on mine are more common to original. Yours looks to have a step. No stampings of any sort to identify.

A pic of one of my black plastic BAR/Garand '.60-06' dummies, still with label ,along with an olive plastic 'M1 .60 carbine'.
.30-06 and .30 Carbine dummies for scale.
Used in the oversize scale weapon training aids ,ie,.30-06 BAR,.30-06 Garand and M1 .30Carbine.
