I need some help trying to identify a projectile found in the USA.

It looks like a lead covered Armstrong, with the lead removed or stripped off. Depotman
 
I agree, it looks just like a lead coated shell minus the lead.

Agreed, but it looks in pretty good condition. Check the Dickey/George books for ID, but keep in mind that cannon shooters regularly make new copies of historic rounds, to fire in demonstrations/competitions and reenactments. They frequently get permission to hold their shoots on National Guard ranges and other military areas. Doing clearances on Ft Sill we would frequently find zinc Parrot rounds and others.
