Could be a variant of the 15 cm R.Gr 19 rocket assisted projectile for the F. H. 18. Covered in briefly in TM 9-1985-3 German Explosive Ordnance (Projectiles and Fuzes) and German WWII 1939 ammunition book Geschossringbuch Band II. Though the internal design is different.
