Unknown rocket?

Does anyone happen to know what this is? It had a paper lining in the big tube and the little tube was attached to the side with the balls inside of that. Was thinking it was some sort of rocket as there was a charge in the paper lining, one in the ball chamber, and delay channels on the sides. The slits on the main tube is throwing me off though. It is also believed to be from the 1800s.
