unknown russ 82m/m mortar round ,early type ,any idea ? round is empty ,no dangerous stuff inside ,no fuze too

82mm

Hi! This is an 82mm mortar round. I don't know any fuse that can look like this one. It may be an improvised aerial bomb. I'd say this for the first glimpse. But I'm not sure.
 
Maybe russian exercise or practise? Or are those different, never seen one like this.
