Does anyone know anything about this item? I am looking for the nomenclature and what it is used for.

Joe, whu do you think it`s from USSR? Maybe it isn`t fuze, but for pirotechnikal devices. Really like MUV, but it isn`t a MUV!
 
I only think its from USSR because when I bought it, thats what I was told. I can't find any data on it so I don't know what it is.

Joe, I`ve seen device like it in some Soviet book about pirotekhnik devices. I forgot for which device it, but I`ll try to fined!
It isn`t fuze, but work like fuze :)
 
It is nothing else but a fuse lighter which with a peice of safety fuse and a detonator make one of the ZTPs:
