Unknown T&P fuze, former Czech?

Hi together,
can you help me identify this fuze? It was attached to a 107mm (?) HE-shrapnel projectile.
Graduations from 0,1-27.
It looks Czech made to me but I am not certain with this.
I appreciate your help with this.
