Looks like a pin spanner to remove base fuzes with 2 holes in the bottom of the fuze. wish I had aome of them as it is a problem to remove those fuzes to check interior of the projectile.
I have a black powder keg marked BO so pre WD marking and the bronze fastening bolts for the lid require one of these keys to open them. The bolt is a round disk with two holes which the prongs locate into to enable it to be turned to either fasten or release. Hope this helps.
