Unknown WW1 US shrapnel shell?

I am posting for a friend at another forum. I am guessing a 3.8 or 4.75" shrapnel shell, but the OD seems to not work. Any ideas?

Lifted from the web, here is a 3.8" howitzer shell, seems to be a perfect match, fuze and base identical, but this picture has no measurements to compare with the one he has.

Measuring across the reduced diameter partway up the ogive isn't accurate. It looks like a 4.7, but the wrong color for U.S. unless a training round.
 
Is the fuze the 31 second M1907M (bigger one than the 21 second M1907M on the 3" and 75mm Shrapnel) or is it the M1914/1915 45 second? Thanks, Bruce.
 
Thanks to all, it has the 31 sec fuze, the tape measure pictured was at the opening, not base , so it must be the 4.7". Here is a pic of the fuze.
