Hi, as much as I know, it was a delay fuze for some sort of German WW II Navy cable cutter device, used for mine clearing purposes.

Correct, it is from German WWII naval mine clearance gear. If I remember the box markings correct it was designated "Zeitznder fr Sprengkrallengreifer".
