Correct me if I'm wrong but I believe this projectile is an WWI era American. Their is a flaming bomb on the base but it's too hard to take a good picture of it.
orcutteod, Yes, it's a 75mm US Shrapnel for the M1898 and M1917 guns. The US 3" Shrapnel for the M1902/04/05 gun was almost the same but was shorter from the rotating bands down and had 2 crimping grooves. Doing a search here will produce a lot of images of both. Cheers, Bruce.
