US Navy 5” MK51 Mod 0 ID?

Saw this Navy 5” but I can not find a solid reference. The engraving on the driving band appears to be 5” ….MK51 Mod 0. What type is it? I do not have access to it to examine the markings, only this picture.9275701F-C9B6-4F9B-AABD-395DFC9680B1.jpegAC3353E4-2DD0-41F3-9F4B-8D7B82BBAA3A.jpeg
 
The projectile on the left is a 5 inch 38 caliber High Capacity HE projo. It has been torch cut at the mouth with the cut filled with bondo.

I'm not positive the projectile on the right is the same one.

If it was torchcut and didn't explode, then it was empty of explosive and blue would be a practice or inert proper color, but that blue is civilian, not military.
