weird AP shell

this week i found a 105mm (or 10,5cm) shell.
It had a copper rotatingband and appears to be a AP CBC shell since the double cap is claerly visible.
But after inspection it turned out that it had a hollow inside filled with bitumen and the double cap was an insert which was threaded in the fuse well.
To me this is a strange combination; a AP round for kinetic use would have been masive and all steel. If is would have been an AP round with a explosive content then it would have needed a fuse of some kind, but none was placed.
The bottom had no fuse well or anything.
Anyone an idea about what it could have been?
