Weird looking fuze/Improvised bomb

My friend have this weird looking improvised bomb/detonator.It is made inside old shotgun casing.It is definetly wartime item.Could be russian?

No anykind of stamps in the device itself.

Only shotgun brass casing have stamps.

Markings on the casing are SPECIAL and 16.

According to these Markings we can exclude Russia I think.

Safe bet 16 is 16 bore cartridge. Any chance of pic of it assembled?
Does the pin hold a plunger up/down?
Does the cart have a primer?

Looks to me that the shotgun case is a safety cap for the fuze, secured with a split pin. Reminds somehow a Finnish M32 egg grenade fuze and it would be interesting to see the internal details, if it's spring loaded or a hit fuze or what.
