weird mortar round

I recently purchased a ( to me ) strange 60mm mortar round, and I didn't pay much for it.
Now,.........................What is it ?

The fins look fake, like someone made them, and maybe the fuze too. The body looks real though.

I was going to say fake made up fins, you wouldn't expect welding like that on any military ordnance.

though I don't think it is, the fin welding reminds me of viet cong welding
