I've never seen Turkish writing, but I was thinking Norwegian or that part of the world. I'm not thinking the Turks use an umlaut.
 
"Kr Tapa" means something like closing cap (dummy fuze), it's Turkish for sure. The Turkish language contains lots of "Umlaute". Btw. is the word Umlaut used in English language too??
