What is it ,Ordnance related?

Found in an explosive storage area,with a rail siding. Is this rail or ordnance related.The site had an explosive laboratory and it has been suggested to me that it might just be a glass stopper,with brass cap,maybe related to the testing area?
Any clues??

looks like the reflective lense from a "catseye" marker as used on UK roads .do you have the same over in NZ

certainly looks like one to me,even has the hole in the edge for the pin to fix it to the body!

I guess you guys are right ,got carried away with the location.
Certainly has the catseye effect.
Actually found in Oz,in the rail bed,no roads nearby.
