What is it ? suposed "Civil War" projectile ------ ?

I've been asked for an opinion on this , I have none ~
I have seen these before and have no idea what it is :tinysmile_hmm_t2:
"Size is approximately 92mm diameter, 85mm long, weighs about two kilos."
It appears to have a shllow groove down two sides.

But is it a projectila at all ? where or what is/was the rest of it ?
It makes no sense to me, I have seen a couple and never
anything but a questionable description ~
 
I saw another forum answer that these are newspaper paper weights, which i completely agree with. the design of them makes no sense at all to be a projectile, if we were to still say they were.
