What is this Arditron test of a model rocket?

Looking through dad's wartime photographs of rockets and bombs tested by the Marine Aircraft Experimental Establishment during WW11 I found a photograph of a one inch diameter model rocket being Arditron spark photographed. I think this was to do with seeing how a rocket behaved under water of after being fired during rain. Does anyone know anymore on this subject?

An Arditron flash tube is a high voltage discharge tube providing high intensity but very short duration (typically microsecond) light pulses. Before the advent of very high speed cameras Arditrons provided the means with which to photograph transient events using slow camera shutters, so a first generation method of high speed photography.
