What is this? Cardboard mine?

This was posted by someone on another forum as a German Cardboard Mine. The responses to the posting were unanimous that it is not a German Cardboard Mine, so I am curious if anyone knows what this is?

Just a thought, mabye we can search around the family of Simulator Burst for training troops.

could it be the cap for a seperate loading round,ie seperate cartridge and projectile,like the current 5" 54cal naval?.
